Event Description

The Higher Education Reauthorization Act is to be reauthorized every five years. Finally, after eight years of deliberation, changes in control of Congress and final agreement, it was passed as The Higher Education Opportunity Act in July. Since then it has gone through several public comment periods and as we wait for final guidelines on the provisions, we will have the opportunity to talk about provisions impacting student affairs and implementation dates.

The program will provide an overview of key provisions impacting student affairs day to day work and discuss probable although not final regulations. While the entire bill has close to 450 new reporting requirements, we will focus on fire safety, missing students, and emergency notification systems. You will have an opportunity to ask questions and share any successes in implementing similar policies on your campuses as some of you may have addressed these issues before they became federal regulations.

Learning Outcomes:

1) Participants will have the opportunity to learn the process over the past eight years of getting to a final bill on the Higher Education Reauthorization Amendments.

2) Participants will have the opportunity to learn and discuss key provisions affecting student affairs professionals, fire safety regulations, missing student regulations and emergency notification regulations.

3) Implementation dates and good faith effort in implementation will be discussed on key provisions.

Biography

Carol Graves Holladay spent 11 years on college campuses in student affairs positions – The University of Alabama, Emory University, and The Catholic University of America.  She then went to work with NASPA as Director of Educational Programs and Public Policy for six years. 

In 2002 she began work with Hurt, Norton and Associates, a boutique lobbying firm in Washington DC as a Senior Associate working with Congress on education, health and defense issues.  She currently represents the Consortium on Government Relations for Student Affairs (ASCA, ACPA, ACUHO-I, NASPA, and NIRSA), several universities, health care organizations and defense contractors.
 
 
 
Moderator:
Stephanie A. Gordon currently serves as senior director of educational programs at NASPA – Student Affairs Administrators in Higher Education.  She received her B.A. in English literature and political science at Simmons College and earned her Ed.M. in higher education administration at Harvard University Graduate School of Education.  Her interests in student affairs include higher education policy, student retention and access to higher education, organizational development, and higher education law.  Prior to joining NASPA, Ms. Gordon served as director of residence life at Chatham College, assistant director of residence life at Colgate University, and assistant director of undergraduate admissions at Simmons College.
