The 60 minute webinar will provide you with information on new July 1, 2010 regulations impacting copyright provisions and the Higher Education Opportunity Act of 2008. The webinar will review
- What has lead up to HEOA and the P2P Section
- Original legislation (HEOA) and how the negotiators moved to current published regulations
- Perceived expectations of the Department of Education

Technical Requirements
You will need a telephone for the webinar. Web conferencing requires a 56 Kbps modem and a recent version of a Java-enabled browser. On a PC, you will need Windows XP or later and at least 256 MB of RAM.

Once you receive the successfully completed message, please close your browser. Handouts will be emailed to you approximately three days prior to the webinar. Dial in instructions will be emailed to you the day before the webinar.
Your registration includes one phone connection, one Internet connection, and all participants in one room per location. You will be charged an additional connection fee per phone for multiple phone connections at one location.
Refund Policy
Refunds will be issued less a $25 administrative fee until 5:00 pm Monday, August 9, 2010. No refunds will be issued after 5:00 pm on Monday, August 9, 2010. All refund requests must be received in writing and may be sent to asca@tamu.edu.

Speaker Matthew Arthur
Position: Director - Incident Communications SolutionsCompany: Washington University in St. Louis
Biography
Matt Arthur is the director of Incident Communications Solutions at Washington University in St. Louis and is the current president of ACUTA . Matt has been at WashU for 22 years and has served as director of networking for 2 years, director of the network security office for 4 years and director of residential technology services for 17 years where he was an early adopter of the Stanford “ResNet” philosophy, co-founder of the ResNet Symposium with Stanford and setup the first Washington University P2P policy.
Matt has presented for ACUTA, AHECTA, ACUHO-I, and Educom. In the spring of 2009, Matt was chosen to be one of two higher education “negotiators” by the Department of Education for the Peer-2-Peer issue in the Higher Education Opportunity Act (HEOA). He serves as a guest instructor each fall the Fluency in Socio Technology course at Washington University and was be a panelist for Academic Integrity Week the fall of 2009.
Matt’s background has kept him fully immersed in the issue of peer-2-peer file sharing. He was in charge of the residential technology program at WashU when Napster went public and raised his network traffic from under 10 Megs to over 25 within 3 months. The first network traffic shapper was installed under his watch and he was in charge of the Washington University Digital Expo in 2005 which included a vendor fair, live music, panel discussion, and lead to a collaborative partnership with the Student Union to install Ruckus (a free and legal music sharing program) on campus. The panel discussion included representatives from the Record Industry Association of America (RIAA), the Motion Picture Association of America (MPAA) and the Electronic Frontier Foundation (EFF).
Matt is not the “copyright” contact at Washington University nor is he responsible for their current program. However, he does advise those responsible and occasionally stays at the Holiday Inn Express.
