Protected Rights/Title IX Investigator
Director of Protected Rights/Title IX Coordinator 

Coastal Carolina University is accepting applications for the Director of Protected Rights/Title IX Coordinator (Program Manager I). 
 
Reporting to the Senior Vice President/University Counsel, Director of Protected Rights/Title IX Coordinator oversees compliance with Federal and State nondiscrimination, equal access, equal employment opportunity and affirmative action laws (EEO/AA), regulations and executive orders and policies that prohibit discrimination and harassment and provides leadership in the development, implementation and administration of policies and procedures to promote a respectful and diverse campus community. The Director of Title IX and Protected Rights also provides leadership in University-wide Title IX planning, monitoring, reporting, grievance procedures, education, prevention, and training efforts.

Duties include but are not limited to: responsible for ensuring the University properly investigates and responds to discrimination and harassment complaints concerning Title VII, Title IX, and EEO/AA; supervise the Protected Rights Investigator(s); personally conducts investigations in the absence of Protected Rights Investigator(s), and as otherwise assigned by the Senior Vice President/University Counsel; prepares all necessary reports to federal and state agencies; develops University programs and strategic initiatives relating to Title VII, Title IX, EEO/AA, and other related areas; serves as the University’s Title IX Coordinator and EEO Officer; responsible for managing and implementing the University’s Title IX investigation and hearing processes; ensures adherence to all applicable statutes, regulations,  administrative guidance, and internal policies and procedures; maintains knowledge of current regulations and trends in higher education related to Title VII and Title IX; researches best practices among universities and possesses in-depth knowledge of latest legal and regulatory developments; identifies trends and potential issues concerning Title VII, Title IX, and EEO/AA in existing processes and works with appropriate University Stakeholders to improve those processes; creates, updates, and documents University policies and procedures relating to Title VII, Title IX, and EEO; develops, updates, and maintains the University’s Affirmative Action Plan; ensures that the University’s AA plan is updated annually and reflects the best practices in recruiting and advancement of qualified minorities, women, persons with disabilities, and covered veterans; and, performs other related duties as assigned or requested. The successful candidate must possess: 
 
  • Ability to recommend and/or effect changes to policies, to revise practices and to implement equitable procedures across many departments, including human resources, campus security, academic affairs, faculty senate, and student affairs/student conduct.
  • Demonstrated working knowledge of current, relevant state and federal laws and regulations, institution-specific policies, practices and procedures, and identified best practices and trends in the field of education related to discrimination, harassment and retaliation practices that violate Title IX, Title VII, the Clery Act, the Violence Against Women Act (VAWA), the Americans With Disabilities Act (ADA), the Age Discrimination in Employment Act (ADEA) (all as amended,  where applicable), and other federal and state anti-discrimination laws, regulations, and requirements.
  • Ability to design and deliver general and mandatory learning programs to all constituencies of the campus and demonstrate accountability with respect to attendance and assess the effectiveness of these programs.
  • Skilled investigator using effective techniques and ability to analyze information and data to reach sound decisions and conclusions.
  • Ability to facilitate small groups, build relationships and balance the multiple, varying and even conflicting interests of diverse stakeholders.
  • Excellent oral, written, interpersonal communication skills, emotional intelligence and proficiency using Microsoft Office Suite.
 
 
Qualifications: A master’s degree in a related field, or a Juris Doctor or other advanced degree in law, or a bachelor’s degree and related experience that equates to an advanced degree is required.  Prior direct experience overseeing or conducting complaint investigations and grievances is required. A demonstrated commitment to diversity and inclusiveness with measurable outcomes is strongly preferred.

Program Manager I (AH45/115769/FTE-S00519P), full-time position with benefits. SC State Pay Band: 07.  Normal work hours are Monday through Friday, 8:30 a.m. to 5:00 p.m. Must be flexible to meet the special scheduling needs of the university.  Some overnight travel maybe required. Requirements Qualifications: A bachelor’s degree and two (2) years of relevant experience are required.  A master's degree is preferred. Professional experience conducting investigations to include previous experience in higher education setting or a minimum of two (2) years of experience obtaining knowledge, skills, and abilities in the areas of student conduct, Title IX, Title VII, EEO and other protected rights, or higher education administration is preferred.
