Task Forces

A task force is concept/project specific, for a fixed period of time, typically addressing an associational issue/need and convened by the sitting president. Below is the information regarding each of the current Presidential Task Forces.

2025-2026

Student Conduct Advisors Task Force

Purpose: The purpose of the student conduct process is educational, not punitive. There is also crossover between the elements of the conduct system and the criminal justice system. Students involved in the conduct process have long held the ability to have an advisor of choice present during their participation. Regardless of whether an advisor is a licensed attorney or not, and the extent to which an advisor may participate in the conduct process, the role of the advisor is important. Recently, there has been increased interest in the institution providing access to a trained advisor and the role of the advisor in the conduct process.

The Association has long recognized the role of an advisor in the conduct process and published works related to the presence and role of an advisor. (Most information resourced on the ASCA website) However, those resources and publications may not reflect leading practices. Furthermore, there are legislative efforts at both the state and federal levels related to the role of an advisor in the conduct process.

Duration: This task force will be appointed in early February 2026. The task force will meet as they determine appropriate to complete the project. The task force will provide a status update to the Board of Directors between mid to late May, and make the final presentation to the board of directors during the summer board meeting. (scheduled 09 and 10 July 2026)

Charge: This Presidential task force is charged with the following purpose: to review existing ASCA publications and resources on the purpose and role of an advisor in the conduct process; to solicit and synthesize from the membership and other conduct practitioners information about advisors in a conduct process; and to produce updated or new resources or information related to the current role of an advisor in the conduct process.

The task force is charged with the minimum requirements:

  1. Review existing ASCA publications and resources on the purpose and role of an advisor in the conduct process;
  2. Review existing state and federal legislation and case law regarding the role of an advisor in the conduct process, including, but not limited to:
  3. Legislation in the various states:
    1. including Katie Meyer’s law (CA)
    2. 2020 Title IX final regulations
    3. HR 5545 (Katie Meyer’s law)-119th Congress

Produce, at a minimum, the following resources:

  1. A chart/table that clearly identifies the current status of advisors (of any type) by state, and under what circumstances advisors are permitted, and whether the legislation applies to students, student organizations, or both;
  2. A chart/table that clearly identifies the states that require students or student organizations to be provided with access to a trained advisor;
  3. Guidance and tips for how student conduct professionals can work with advisors
  4. Best/next practices for how to train advisors
  5. Examples of how to publish training materials for advisors
